    The Pennsylvania Motor Vehicle Code contains the various laws controlling the licensing and operation of motor vehicles in this Commonwealth. The Code includes the "Rules of the Road," as well as various other provisions, which specifically regulate vehicle operation. All motorists have a duty to obey these Rules of the Road.

    These Rules of the Road regarding the operation of motor vehicles are included in Title 75 of the Pennsylvania Statutes, 75 Pa. C.S. 101 et seq.

    The Pennsylvania Department of Transportation (PennDOT) is charged with the duty of administering the provisions of the Rules of the Road. The Rules and Regulations promulgated by PennDOT to regulate the Rules of the Road are contained in Title 67 of the Pennsylvania Code.

    While the Rules of the Road and the PennDOT Rules and Regulations are significant, Pennsylvania case law is always controlling. Cases interpret the motor vehicle laws and regulations.
